The New Albany-Floyd County Public Library provides Internet access for any legal, educational, recreational or ethical purpose. Internet workstations are limited to two users seated per workstation. In addition, the Library provides laptops that can be checked out for use in the library by adults 18 years and older. An adult must accompany children under the age of twelve while at a computer workstation in adult areas.

Conditions of Acceptable Use of the Library’s Internet Access

Users may NOT:

  • Engage in illegal activity
  • Violate any laws of the United States, the State of Indiana, Floyd County or the City of New Albany
  • View obscenity
  • Harass or violate the privacy of others
  • Display, view, or print any images harmful to minors
  • Save documents to the hard drive • Install applications or Internet plug-in applications
  • Attempt to modify, abuse, or harm the computer in any way
  • Use any website or application to bypass the library’s internet safeguards
  • Physically plug any personal equipment into the library’s network or equipment for any reason. Flash drives or external hard drives are permissible.

The Library reserves the right to suspend or revoke use of the Library computer systems or laptops at any time, without prior notice or formal hearing for any user for abusive conduct or violation of the conditions set forth in this document. The Library will be the sole arbitrator of what constitutes abusive conduct or violation of this Acceptable Use Policy. Library staff has the discretion given the severity of the misconduct to issue warning(s) or to ask the offender to leave or to call the proper authorities.

The Library reserves the right to inspect or observe the use made of its equipment and resources for the purpose of enforcement of these policies. Children’s and Teen’s computers are restricted for youth; however an adult with a child may use a computer in the Children’s area, if not needed by a child. This allowance is to assure caregivers can abide by the library’s unattended child policy.

Any user who violates federal, state, or local laws will be prosecuted to the full extent of the law. Evidence of illegal activity will be reported to the proper legal authorities. The library will cooperate with the proper authorities in the investigation of illegal activities.

Any damage to the equipment caused by improper care, roughness, or vandalism will be the responsibility of the user, and that user will bear the cost of any needed repairs and/or replacement of components or parts as a result of such damage.

Internet Filtering

All library computers, laptops and networks are filtered in the spirit of the Children’s Internet Protection Act of 2001 (CIPA). Under CIPA, the following are not protected by the First Amendment of the U.S. Constitution:

  • Child pornography
  • Obscenity
  • Visual depictions harmful to minors

Although the Library filters all Internet traffic, not every web page has been categorized and therefore the Library cannot be held responsible for material downloaded from the Internet. The Library does not act “in Loco Parentis” and therefore parents or legal guardians are ultimately responsible for their children’s use of the Internet.

Usage of the Library’s wireless access is held to all above conditions and acceptable use policies set forth by the governing library board.
